Mayor-elect Emanuel had an energetic morning at The Cara Program where he announced his leadership team for Chicago's Department of Family Services, but his visit was about more than an personnel announcement. The Cara Program, which supports citizens affected by homelessness and poverty, invited the Mayor-elect to join 150 of the program's participants in a motivational circle.
